Efficiency claims, checked against the record
Announced savings, estimated savings, and money actually not spent are different numbers. This section tracks each claim against the documents behind it.
What each claim is checked for
- Announced savings
- The figure stated publicly, with who stated it and when.
- Estimated savings
- Projections, with the method used to produce them.
- Obligations avoided
- Money that was committed and then not paid out.
- Realized savings
- Cash the government did not spend, where records show it.
- Offsetting costs
- Termination fees, litigation costs, and replacement or rehiring costs.
- Service impacts
- Documented effects on the people and programs involved.
- Independent verification
- Inspector general, GAO, or court findings, where they exist.
Three rules for the math
The headline value of a canceled contract is not automatically the amount the government would have paid. Projected savings are not realized savings. A questionable expense is not automatically fraud.
Claims checked
